1. Eligibility Criteria
- Beneficiaries must be economically disadvantaged individuals residing in the designated geographical areas.
- Priority will be given to applicants who demonstrate financial need and a commitment to academic success.
- Applicants must meet the defined age requirements and educational qualifications as specified by the foundation.

3. Educational Assistance
- Financial assistance provided by the foundation will cover various educational expenses, including but not limited to tuition fees, books, supplies, and transportation.
- Assistance will be disbursed directly to educational institutions or service providers on behalf of the beneficiaries.
- Recipients of educational assistance are expected to maintain satisfactory academic progress and adhere to the terms and conditions set forth by the foundation.
4. Monitoring and Evaluation
- The foundation will establish mechanisms to monitor the progress and outcomes of its educational assistance programs.
- Regular evaluations will be conducted to assess the effectiveness and impact of the programs in achieving their stated goals and objectives.
- Feedback from beneficiaries, partners, and stakeholders will be solicited and incorporated into ongoing program improvements.
5. Community Engagement and Partnership
- The foundation will engage with local communities to identify needs, build trust, and foster collaboration in supporting educational initiatives.
- Partnerships will be established with educational institutions, government agencies, NGOs, and other stakeholders to leverage resources, expertise, and networks.
- Collaborative efforts will be pursued to maximize the reach and sustainability of the EFGF’s programs and initiatives.
6. Transparency and Accountability
- The foundation is committed to transparency in its operations, finances, and decision-making processes.
- Regular reporting mechanisms will be established to communicate program activities, outcomes, and financial performance to stakeholders.
- Accountability measures will be in place to ensure that resources are utilized efficiently and effectively in line with the foundation's mission and goals.
7. Transparency and Accountability
This Manual of Operations shall adapt the DSWD Memorandum Circular No. 07 Series of 2014 entitled: DSWD Child Protection Policy in the Workplace which enumerated the following provisions under Paragraph VI – Code of Conduct on Child Protection as part of the general policies to be implemented in EFGF:
Rules and Regulations for All Personnel in the Foundation
- Provide necessary assistance to children and young people beneficiaries without requiring any favors for the official or staff member’s personal gain or advantage.
- Work with, engage, involve or utilize services only of individuals or business entities that do not have any involvement in any child abuse, sexual harassment, exploitation, child pornography, and violence.
- Never be involved in a romantic relationship with a minor.
- Take immediate action upon learning of or witnessing any unacceptable acts or behavior toward children which occurred within EFGF office.
- Treat a child, whether a beneficiary or a child of a staff and board member, with respect and never allow behavior that will result in any physical, sexual, emotional and psychological harm.
- Be considerate to children of staff members who, for various acceptable reasons, need to stay with their parents in the office for a short or limited period.
- Do not participate in any acts involving child abuse, discrimination against children, child exploitation, violence against children, corporal punishment, and any analogous or similar acts.
